VAGRANCY - 1811hrs - East Gate Outside - male VAGRANT wearing white beanie, black jacket, khaki pants, black shoes with black backpack and green shopping bag entered the area and stayed outside the building in front of the parkade gate
1816hrs - dispatch guard
1817hrs - East Gate Outside - suspect took his belongings afterwards left the area then walked away from the site at back gate face south out of camera view
note: while having a conversation with guard the suspect already left the site (CANCELLED DISPATCH)
